Jeffrey M. Levy has resigned from his position as president and chief operating officer of EMCOR Group, Inc. Levy will remain with the company in an advisory role during a transition period before leaving to pursue other interests.

Frank T. MacInnis, EMCOR's chairman and chief executive officer, will assume the title and duties of president until a successor to Levy has been named.


David Burney was appointed commissioner of the New York City Department of Design and Construction. Burney is a licensed architect with over 30 years of experience in construction and design. Since 1990, Burney has directed the design and capital improvement division of the New York City Housing Authority.


R. Randy Lee, of Leewood Real Estate Group, was named "Man of the Year" by the Building Industry Association of New York City. Lee was also named the first inductee to the association's "Hall of Fame."


Jake Bidosky was elected president of Allied Building Metal Industries Inc. Bidosky serves as vice president of American Bridge Company, Inc., Eastern District of Pearl River, N.Y.


Dennis Weller, president and chief executive officer of Structural Associates, Inc., received the Contractor of the Year award from Associated Builders and Contractors.


Reuben Samuels, an expert on underground construction and a former executive of Thomas Crimmins Contracting Co., a New York City-based contractor specializing in foundations and underground construction, died Feb. 17 at his home in Paramus, N.J. He was 78.


EDAW, Inc. named Angus Robertson senior associate and William Kuhl vice president.


Chris LaTuso was named vice president of HDR's White Plains office.


Thomas Misciagna was elected president of the Bergen County Building and Construction Trades Council, AFL-CIO. He serves as assistant business manager of the International Brotherhood of Electrical Workers Local 164 in Paramus, N.J.


Jonathan Romig, AIA, joined the New York office of Hellmuth, Obata + Kassabaum Inc. as a principal and the new director of science and technology.


Norman Rijo joined Vanguard Construction & Development as account executive.


David Carpenter joined Meltzer/Mandl Architects, P.C. in the newly created position of director of marketing.


Gregory Kelly was named metro district manager for Parsons Brinckerhoff Quade & Douglas, Inc. He replaces Michael Francese who is retiring but will remain with the firm as a consultant.


Dr. Trevor Deeks joined Skanska USA Building Inc.'s Science & Technology Division as a senior consultant of Skanska's Pharmaceutical Group.


Tracey Appelbaum joined MacFarlane Partners as a principal responsible for investment and development activities along the East Coast.


The Thornton-Tomasetti Group promoted Mihai Voiculescu, CIPE; Wayne G. Hubbard, P.E.; Boris Gimelshteyn and Eric Hammarberg, Associate AIA as senior associates.


Richard Caspe, P.E., was appointed director of special projects for Dvirka and Bartilucci.


Robert A. Klein, AIA, has rejoined HLW Strategies after a three-year hiatus.
