In 1974, it was written that "the construction industry is run by futurists. The planning process is an evaluation of future needs, a determination of future uses of space, or materials, or resources or finances." That is still true. But now we have had Sept. 11. And now there is the need to plan for the unpredicted that the industry will be called on to handle. The ad hoc will become more commonplace in a troubled world. And the world will remain troubled.
