The Queens-based general contractor has hired a new president and COO. Meanwhile, Douglaston Development taps a vice president to lead a new mixed-use project in Williamsburg.

Jonathan Fairjones has joined Douglaston Development, an affiliate of New York-based Levine Builders that specializes in residential and mixed-use real estate development, as a vice president. He will oversee development of a 1-million-sq.-ft. mixed-use project in the Williamsburg area of Brooklyn called the Edge.

Marc Heiman has been named president and chief operating officer of New York-based Richter+Ratner Contracting, a general contractor that specializes in interiors.

Thomas Aschmoneit has joined the Clarett Group, a New York-based development company, as vice president.

Kenneth Fluddy has joined Horst Design International, a retail design and planning firm based in Cold Spring Harbor, N.Y., as project manager.

Ed Goytia has taken the post of director of practice operations at Mancini Duffy, a New York-based commercial interior architectural design firm.

Steven Knoll has joined Aragon Construction, a general contracting and construction management firm based in New York, as chief estimator.

Jeff Elmer has been hired as assistant comptroller for labor law and prevailing wage enforcement for the office of New York City Comptroller William Thompson, Jr.

Aaron Abraham and  David Pfeffer have been hired as partners at Arent Fox, a New York-based law firm, in its construction and litigation practice.

Platt Byard Doyell White, an architectural firm based in New York, has promoted  Kathlyn Crowley and  Sital Patel to associate.

Charles Eisenberg,  Michael Lew,  and  Richard Sprow  have been promoted to principal at Perkins Eastman, a New York-based architecture and design firm.

E.W. Howell, a construction company based in Woodbury, N.Y., has promoted  Paul O'Rourke to executive vice president of operations and  Dominic Paparo Jr., to vice president of business development.

Dan Kolakowski has been promoted to senior vice president and account manager in the New York office of Skanska USA Building.

Joseph Salvatore and  Arthur Zeltser have been promoted to senior associate at the New York headquarters of EYP Mission Critical Facilities, a facilities design firm.

Joseph Dopico, a principal at Master Consulting, a New York-based engineering firm, has been elected to the board of directors of the New York State American Council of Engineering Companies.

Stephan Butler has been elected branch director of the North Jersey Branch of the American Society of Civil Engineers.
